— Eric Adam’s ‘City of Yes’ plan has passed the City Council, an important final step for his signature piece of legislation. Insiders say that Adams sees this bill as ‘legacy defining.’ The plan passed with a wider than expected but still slim 31-20 majority. Adams is expected to sign the bill soon. (AMNY)
— A new photo of UnitedHealthcare CEO Brian Thompson’s assassin has been uncovered by the NYPD, who we now know was staying at the HI New York City Hostel ahead of the assassination. (NY Post)
— The Port Authority has received the necessary authorizations to proceed with a $10 billion plan to rebuild and replace the Port Authority Bus Terminal. With all approvals complete, they are now set to begin construction on the new terminal in 2025. (AMNY)
Capitol Gains
— Eleven State Assemblymembers have signed onto a letter to the State Fire Prevention and Building Code Council that would mandate automatic sprinklers for new 1-2 family home constructions, requesting they halt their plan. The letters calls it a well intentioned by “unduly burdensome mandate on families at a time when affordability is a top priority in households and there is a shortage of affordable housing.” (Empire Report)
— Gov. Hochul claims victory on pushing Blue Cross Blue Shield to time limit anesthesia coverage in New York, Connecticut, and Missouri. “Don’t mess with the health and well-being of New Yorkers — not on my watch,” the Governor said. (X/KathyHochul)
— Gov. Hochul is negotiating on the Climate Superfund bill, reportedly sending edits back to the sponsors in the State Assembly. The bill’s author, Jeff Dinowitz (D-Bronx) said it was a positive step to be in dialogue rather than having the bill be vetoed. (Politico Pro)

— 2022 Republican Senate candidate Joe Pinion is reportedly talking with local leaders in the 21st congressional district ahead of a bid for Elise Stefanik’s seat if she is confirmed as UN Ambassador. — Former Gov. Cuomo continues to make noise about a mayoral bid, sending a top adviser on Mark Halperin’s 2 Way Tonight podcast.
