Hall Monitors

Eric Adams delivered his State of the City address yesterday, focusing on family, safety, affordability, and housing. He borrowed policy proposals from his opponents, talked about adding more beds to deal with homelessness, building one million homes, and more. He also praised his own team, thanking them for doing the toughest job in politics: working for him. (City & State)

A federal grand jury has heard more evidence against Mayor Eric Adams as more charges are expected to be brought in the coming days. Adams’ case goes to trial in April, making this evidence a relatively late addition. (NY Times)

We now have data for just under a week of congestion pricing, and it has improved things on most tunnels and bridges. Notable exceptions include Staten Island and Brooklyn commuters. Another concerning aspect was dramatically increased traffic on the FDR Drive, which is exempt from congestion pricing as long as you don’t exit below 60th street. (amNY)

Homelessness spiked by 53% last year, the highest per capita rate in the nation. The jump was mostly caused by the influx of migrants living in NYC shelters, which accounted for 88% of the increase. (NY Post)

Capitol Gains

New York State Senate and State Assembly committee chairmanships have been released. You can find the assembly here and the senate here. (X/JonCampbellNY)

The Climate Superfund bill is already facing amendments after pushback from the industry, as lawmakers plan to delay the launch and adjust how the penalties imposed by the plan will be calculated. They are also expecting a substantial amount of litigation to delay the bill further. (Gothamist)

Kathy Hochul is reportedly expected to introduce a carbon tax system in 2025 known as “Cap and Invest.” Cap and Invest acts as a market for emissions allocation, allowing polluters to bid on the amount of CO2 they are allowed to produce in given year out of an ever shrinking pool. The costs both act as an incentive for companies to reduce emissions, and as a revenue source for the government to fund their ambitious climate programs. (NYS Focus)

Donald Trump will be sentenced today at 9:30 AM following a Supreme Court ruling that refused to delay it. Trump is not expected to face penalties or prison time. The President-elect will be appearing virtually from Mar-a-Lago. (CNN)

Both New York Senators voted on the cloture motion for the Laken Riley Act yesterday, potentially signaling that they are attempting to take a harder line on immigration following losses in that area during the 2024 cycle. However all eyes are still on the final vote, which is expected today. (Senate.gov)
